Victimization of Dalits women is the perennial issues in India. In India so-called upper caste people are victimizing the Dalits women are common in nature, especially the rape of the dalits women is a common phenomenon of their custom (Devadashi system) and they thought it’s legitimate. Women are always unsafe from the sexual perpetrators in our society. Dalit women are more vulnerable then dalit men, they face all sorts of abuses and victimizations by the other caste people in India. On the other side they are normally affected by poverty, illiteracy, unemployment, bonded labours, begging, physical violence, forced prostitution and child marriage etc. Crime against dalit women and their abuses are mostly dark figure of our crime report and same as in crime victim surveys. 80 percents of unreported crimes of dalit women were due to threatened by the perpetrators to not complaint. In recent Haryana some heinous rape incident against the dalit girls and women are only come to light due to unbiased publish of media and series condemn of political parties and social activists make that issues in severe manner. One of the pathetic issues of law enforcement and defence force personals are primary perpetrators of dalit women tribes in India. According to National Crime Records Bureau 2014 a total of 2,233 rape cases of women belonging to Scheduled Castes in India and its rose than 2013 it’s recorded 2,073. Nearly 16 per cents of the total Dalit female population in India, majority of belonging in tribal community remain living in rural areas. Their justices are delayed in nature. In this context the justice for dalit rape victims are both delayed and denied (Vachathi Case in Tamil Nadu, 1992). This paper mainly focus to analyze the extent of implementation of existing laws for the Dalits protection in India and existing commissions and their functions. Analysis the statistical of dalit rape cases and their conviction rates in India. Solutions for new policy making or revamping the existing policies, forming special police unit (Dalit police station) in the dalit vulnerable habitants. Policy making for justice to the pending cases and stringent punishments to the perpetrators in impartial manner. Justice delayed is equal to death of the justice in this since Special attention to speedy justice for the victims of dait rape cases in India. Keyword: Dalits, rape, Justice, dark figure etc.
